LEGISLATIVE REPORT

Thursday completed the 27th legislative day and only 3 more days remain in this regular session.Again, 3 days were used up this week.The logjam in the senate has been broken and the body began to turn out the bills.
Only one bill was introduced this week that may be of interest to some members and that was SB 650 by Sen. Poole which further provides for the crime of negotiating a worthless negotiable instrument.That bill was assigned to the committee on JUDICIARY.

Thursday completed the 24th legislative day and only six legislative days remain in this regular session. The Senate is still “discussing” a local bill for Macon County and have been doing so for several weeks. Nothing has happened in the Senate.
Two bills were introduced this week which are duplicates. The Senate version is SB635 by Sen. Bedford and it went to the Committee on FINANCE & TAXATION, GENERAL FUND. The House version is HB930 by Rep. Black and it went to the Committee on GOVERNMENT APPORIATIONS. Both bills create the Alabama Indigent Defense Commission as an independent agency of the judicial branch of State Government.

Thursday completed the 22nd legislative day.Thisweek, legislators worked three days and only eight more days remain in this session.Budget problems are beginning to appear after the passage of the general fund budget in the House.The Senate has been discussing a local bill for Macon County for several days.There is even talk of the need for a special session.
Only two bills will be mentioned this week as being of interest to the membership.
SB 606 by Sen. Bedford and Smitherman relating to the qualifications of judges.This is a companion bill to HB 464 and was assigned to JUDICIARY.It was reported out of Judiciary yesterday and received a second reading in the Senate yesterday.
HB 896 by Rep. Allen, et al, relating to negotiating a worthless negotiable instrument.JUDICIARY.

Thursday completed the 19th legislative day and the regular session is on the down hill side of 30 legislative days. The House has passed the general fund budget and has forwarded it to the Senate.
Very few bills were introduced this week and I am only including two bills which may be of some interest to the membership.
SB 595 by Sen. Smitherman relating to criminal procedures and it was assigned to the JUDICIARY COMMITTEE HB857 by Rep.McLaughlin and Hall, relating to Landlord & Tenant Act. COMMERCE.

After their spring break last week, members of the legislature returned on Tuesday to resume their work. The Senate worked on the sunset legislation and began to take up other matters. Thursday completed the 15th legislative day and the session is now ½ over.

Febraury 7, 2008
Tuesday, the legislature began the 2008 regular session with unhappy thoughts of “not enough money to go around”. Both houses of the legislature are looking for ways to make ends meet. In lieu of working for 2 legislative days this week, they decided to use up 3 days. A total of 697 bills were introduced between both houses this week. I have listed about 80 of them as being of some interest to the members of the bar. A status report on these bills will also be provided, beginning next week.
As you know, the legislature can meet up to 30 legislative days and that must be done within 105 calendar days. The last possible date they can meet is May 19, 2008.
