Purpose & Scope

This standing committee  serves as the group charged with coordinating efforts between the Alabama State Bar and the Office of Indigent Defense Services, a division of the Department of Finance, which  Office works in cooperation and consultation with other state agencies, professional associations and  other groups interested in the administration of criminal justice and the improvement of and expansion of defender services, provides financial services, guidance and statistical data to the judicial circuits of the State of Alabama.

 

The Task Force shall focus on the following directives during this fiscal year:

 

  • A periodic review of  the policies and procedures developed by the Office of Indigent Defense Services
  • A review of relevant existing or pending legislation and pending or existing regulations
  • Work with the Office of Indigent Defense Services, as requested or as the Committee deems appropriate, to develop and implement a plan for educating all circuit bar leaders regarding the need to select a delivery system for legal services by the beginning of each fiscal year.
  • Meet periodically with the Director of the Office of Indigent Defense Services to communicate on matters which will assist lawyers in Alabama and further promote the administration of justice.

 

The committee shall elect from its membership a secretary who shall be responsible for a written record of its actions. The secretary, or a designee, shall keep minutes of all meetings of the committee, or of a subcommittee. The original of the minutes shall be filed with the Alabama State Bar within 14 days after the meetings to be made a part of the committee’s permanent file.  The committee may divide itself into such subcommittees as may be necessary to effectively carry out its functions.  The chairperson shall appoint sub-chairs for any subcommittee.

 

The committee shall meet at the call of one of the co-chairs or the vice-chair. The committee as a whole shall meet no less than two times during the year.

 

The Alabama State Bar, through its designated staff liaisons, will assist the committee in carrying out its purpose.
