Purpose & Scope

The task force will conduct a study of the future of the legal profession in Alabama. By necessity, the Task Force will have to focus as well on the future of the legal profession nationwide and on recent significant changes that have occurred in the legal profession in some or all states. Many of the recent changes are indicative of trends likely to continue and to result in further important changes in the U.S. legal profession.

 

With the above focus having been stated, the Task Force shall consider the following issues, but shall have the flexibility to add additional items for consideration and study as appropriate:

 

  • A review of the education of law students and the training of new lawyers
    • accreditation and admission standards
    • attending to the national debate concerning law student debt which may include a study of more cost-effective legal education (i.e. streamlining law school from 3 years to 2 with practical internships to follow) – graduate with more debt and less prospects of getting a job
    • new skills-based, practice-based competencies
    • mentorship, CLE and new lawyer training programs
    • model, core competencies for all lawyers, both new and established
    • support appropriate and realistic entry into the profession
    • integrate assessment of legal education and professional development with core competencies
  • The way legal services are delivered
  • Competition from other service providers
  • A study of the future employment prospects of new as well as established attorneys (including layoff of attorneys, changing demographics, etc.)
  • The rising costs of trying cases
  • A study of technology and its effects upon the practice of law (the virtual law firm, the internet, future of legal research) – more people looking to technology to help them solve legal problems
  • A study of globalization and the regulation of the legal profession

 

Within sixty days the Task Force shall submit an initial written report to the President outlining its plan of action during this year to carry out the purpose and scope. No interim reports are required. In its discretion, the Task Force may submit updates to the President, and the Executive Committee by e-mail or video links.

 

No later than May 1, 2017, the task force shall determine if it will recommend the task force be a permanent standing committing of the Bar, or remain as a task force for another year.

 

The task force shall elect from its membership a secretary who shall be responsible for a written record of all its actions. The secretary shall keep minutes of all meetings of the task force and a copy of the original of the minutes shall be filed with the Department of External Affairs after each meeting or conference upon request.

 

The task force shall meet at the call of the chair. The Alabama State Bar, through its designated staff liaison, will assist the task force in carrying out its purpose.
