Purpose & Scope

The new Lawyer Incubator Task Force is created as a result of a comprehensive subcommittee report on Lawyer Incubators dated June 1, 2017, prepared by the 2016-2017 Law Schools and Legal Education Task Force Subcommittee on Lawyer Incubators (“Subcommittee”).

 

Broadly speaking, the Subcommittee recommended the Alabama State Bar create a lawyer incubator program. This task force is specifically charged with investigating, considering and suggesting implementation of the specific recommendations set forth in the Subcommittee’s task force report including, but not limited to:

  • a budget and how fund it;
  • a mission statement and short term and strategic goals for the lawyer incubator;
  • metrics for determining the performance of a new lawyer incubator;
  • staffing and operational requirements;
  • where the lawyer incubator would be located and housed;
  • criteria for admission;
  • a general idea of the program (e.g., mentoring, training, referrals/access to clients) that the incubator would offer and how participants would move through that program;
  • requirements for graduates, such a taking X% of pro bono/low bono cases for a period after graduation;
  • whether participants will receive a stipend, pay to participate, keep what they earn from referrals, etc.
  • the relationship between the incubator and its sponsors;
  • the relationship between the incubators and other providers of pro bono, low bono, and social justice legal services;
  • the relationship between the incubator and the State Bar Association; and, as appropriate,
  • establishing the incubator as a legal entity.

 

Overall, the mission of this task force is to continue the work of the subcommittee’s recommendations and assist the Bar in implementing a lawyer incubator program in Alabama.

 

This task force shall take advantage of all resources available to it through the Alabama State Bar, the American Bar Association, the National Association of Bar Executives and the National Conference of Bar Presidents.

 

The task force shall continue to study how incubator programs operate in other states, to incorporate best practices from existing legal incubators.

 

This task force shall meet regularly, and provide timely written interim reports to the President and the Executive Committee, as the situation demands.  The task force shall submit a comprehensive written report of its findings, recommendations, and method of implementation, no later than June 1, 2018.

 

The task force shall meet at the call of the Chair, the Co-Chair, the Vice-Chair, or any of the officers.

 

The Alabama State Bar, through its designated staff liaison, will assist the task force in carrying out its purposes.
