Purpose & Scope

The Lawyer Referral Service of the Alabama State Bar has a first line opportunity to enhance the quality of justice and access to legal services at a cost most citizens can afford, thereby increasing public understanding of and respect for the law.


The Lawyer Referral Service is designed to: (1) assist the public in finding a lawyer to provide legal assistance; (2) screen potential clients and match them with an attorney in good standing who charges a reasonable fee and can complete the matter in a timely and efficient manner; and (3) serve potential clients who can afford to pay a reasonable attorney fee. The Volunteer Lawyers Program of the Alabama State Bar provides legal assistance to members of the public unable to afford the services of an attorney. The middle class market has long been neglected in terms of ready access to information about attorneys and availability of services. It is to this market that the Lawyer Referral Service turns its attention.


The Lawyer Referral Service should continue to focus on implementation of the recommendations approved by the Board of Bar Commissioners in 2007, with special emphasis upon (1) promoting the program to both lawyers and the general public (2) increasing reporting of the outcome of referrals; (3) increasing the reporting and collection of percentage referral fees and (4) increasing collaboration with the Military Officers Association. In accordance with the bar’s long range plan, whenever possible technological solutions should be used to further these goals. When possible, the committee should seek opportunities to provide Continuing Legal Education Programs on legal marketing to the members of the service as a way to promote the program to new participants and reward current participants.


The board should elect from its membership a secretary who shall be responsible for a written record of its actions. The secretary, or a designee, should keep minutes of all meetings of the board, or any subcommittee. The original of the minutes will be filed with the Alabama State Bar within 14 days after the meetings, to be made a part of the board’s permanent file.
