2026 Legislative Update: March 13, 2026

LEGISLATIVE SUMMARY

The ninth week of the Alabama Legislature’s 2026 session was an industrious one. There were three session days this week, bringing the total of days completed to 22 of the allotted 30. A total of 989 bills have been introduced: 621 bills in the House of Representatives and 368 in the Senate.

The General Fund budget and its accompanying bills were in committee on Tuesday and debated and passed in the Senate on Wednesday. The Education budget and its accompanying bills were in committee on Wednesday and received initial passage in the House of Representatives on Thursday. There were numerous committee meetings on Tuesday and Wednesday. Many bills are moving in committees and both houses. Please follow the tracking below for bills of relevance to your practice area.

Some bills of interest introduced this week include: classification of rural areas, numerous healthcare-oriented bills, bills related to education, bills related to grants, the PSC, and a bill involving the rounding of legal tender to the nearest nickel.

Some bills in committee this week include: the aforementioned budgets, data privacy, a bill making biological and neural data similarly protected to HIPAA, parole reforms, prison oversight, and regulation of real estate wholesalers. A bill aimed at the prevention of title fraud was also in both the Senate and House Judiciary Committees.

Among the over 68 bills debated in their respective houses (including the budgets) was legislation involving data centers, the Uniform Disposition of Unclaimed Property Act, regulation of certain unmanned aircraft systems, expansion of the crime of doxing, and changes to the Public Service Commission.

A bill that further addresses the abuse and exploitation of elders and the effect of conviction on intestate succession received final passage. Another bill receiving final passage this week revised the standard of judicial review regarding an agency’s interpretation of the law.

As always, the Alabama State Bar encourages all members to be aware of legislation that may impact court costs and fees. Access to justice is a priority. Please be aware of advertisements that may be occurring for local bills and those that may already be filed to use the courts as a fundraiser for non-court entities.
