2026 Legislative Update: March 6, 2026

LEGISLATIVE SUMMARY

This week, the Alabama Legislature completed its eighth week. It was a two-day session week. Nineteen of the constitutionally allotted 30 days are now complete. A total of 933 bills have been introduced: 347 bills in the Senate and 586 in the House of Representatives. There continues to be heavy activity in committees and both houses, so please follow the tracking below for bills of relevance to your practice area.

As the session nears the two-thirds mark, a large number of bills were introduced this week. As a reminder, it takes a minimum of five days to pass a bill, and with only 11 possible days remaining, the rush has begun. Some bills of interest this week include several involving cryptocurrency regulation and legal tender; education bills, including the CHOOSE Act; numerous bills related to commerce and grants; bonding authority; and a bill relating to consumer protection with regard to the wholesale of property. There were two bills introduced regarding guardians ad litem and one addressing the rights of foster parents.

Some bills debated in committee this week include revisions to the stalking statute; remote inmate participation in parole hearings; changes to certain parole procedures; a statute of limitations as to appraisals; expansion of the crime of reckless endangerment; codification of the duties of child advocates; and a bill modifying the standards in certain child custody modifications.

There were more than 40 bills debated on the House and Senate floors this week. These included bail jumping, will contest removal, district attorney retirement, and the Uniform Child Custody Jurisdiction and Enforcement Act, as well as many others.

As always, the Alabama State Bar encourages all members to be aware of legislation that may impact court costs and fees. Access to justice is a priority. Please be aware of advertisements that may be occurring for local bills and those that may already be filed to use the courts as a fundraiser for non-court entities. We encourage you to be informed and notify us as well.

LEGISLATIVE TRACKING

We are excited to present a new tracking method for our members this year. Hopefully, it will prove to be a more user-friendly experience.  The Alabama State Bar provides legislative status reports concerning pending legislation that may be of interest to our members. The reports divide legislation into the following categories for your convenience:  Civil/General; Court Costs; Criminal; Domestic Relations; Elections, Ethics, and Government Relations (EEGR); Judicial; and Tax.

A comprehensive master list containing all tracked legislation is also available here.
