Attorney - ADECA Alabama Digital Expansion Division
At the Alabama Department of Economic and Community Affairs (ADECA), you won’t just practice law – you will help shape the future of Alabama’s communities. Within the Digital Expansion Division, this position will support the state’s broadband initiatives by ensuring that projects are built on a strong legal foundation. The attorney will play a direct role in expanding broadband access across Alabama, helping families, businesses, and communities gain the tools they need to succeed in today’s economy.
ADECA is seeking an attorney to provide legal guidance on broadband, telecommunications, digital and infrastructure projects. The role focuses on contract drafting and negotiation, grant and regulatory compliance, and advising program staff on procurement and funding requirements. While experience in telecommunications law is valuable, we welcome candidates with strong contract and regulatory backgrounds who are eager to apply their skills in a public service setting.
Key Responsibilities:
- Draft, review, and negotiate contracts, grants, and intergovernmental agreements related to broadband and digital infrastructure projects.
- Provide legal interpretation on relevant state and federal regulations affecting broadband deployment and telecommunications.
- Ensure compliance with federal and state funding requirements.
- Support program staff in developing and administering grant agreements, procurement documents, and reporting requirements.
- Conduct legal due diligence and risk assessments for broadband projects and funding agreements.
- Coordinate with state and federal partners, including the Federal Communications Commission (FCC) and the National Telecommunications and Information Administration (NTIA) on regulatory and contractual matters when required.

Minimum Qualifications:
- Juris Doctor (J.D.) degree from an accredited law school.
- Active membership in good standing with the Alabama State Bar.
- Minimum 10 years of progressively responsible legal practice.
- Extensive experience drafting, reviewing, and negotiating contracts (including complex or multi-party agreements).
- Extensive experience negotiating complex contracts and agreements with vendors, contractors, governmental entities, and/or private industry.
- Excellent writing, research, analytic, and interpersonal communication skills.
Preferred Qualifications:
- Experience in telecommunications law and federal or state broadband programs.
- Familiarity with federal grant regulations, compliance, administration or working with grant programs.
- Background in public sector, infrastructure, or technology-related legal work.
Work Environment:
Office-based in Montgomery, Alabama.
